As part of its budgetary announcement to restructure the Railway Board to bring in efficiency, the ministry of railways has changed the designations of member-mechanical and member-electrical, along with redistributing their work.
According to a 3 August official order reviewed by InfraCircle, the competent authority at the railways has decided to re-designate the posts of member-mechanical to member-rolling stock, and member-electrical to member-traction.

As per the order, the modified responsibilities of member-rolling stock include addition of electric multiple-unit/mainline electric multiple-unit (EMU/MEMU), train sets and electrical maintenance of all coaching stock, which has been taken away from member-traction.
In turn, the responsibility of diesel locomotives, related sheds, crew, running room, workshops and fuel management has been removed from member-rolling stock and been given to member-traction.
The Indian Railways has drawn up an ambitious plan of including levitation train technology for passenger and cargo transport. Also, it has placed a premium on transparency with railway minister Suresh Prabhu stating that transparency in processes at the national carrier has the potential to bring down cost by 15-20%.
A railway ministry official requesting anonymity explained that there were cross-functional issues which were coming in the way of functional requirements of the Railway Board.
“So the decision has been taken to make it clear in terms of functionally and to remove possibilities of dis-coordination,” the official added.
In addition to the above mentioned posts, the Railway Board comprises of chairman, financial commissioner, member-engineering, member-staff and member-traffic.
In an attempt to ensure continuity in the railways’ plans and strategy, the National Democratic Alliance government last week decided to extend the tenure of A.K. Mital, chairman, Railway Board, by two years. This is the first time a chairman has been given a second term in office.
The Wednesday order also states that the existing units under the administrative control of officers up to senior administrative level in zonal railways will continue to discharge their existing responsibility. However, they will report to chief mechanical engineer and chief electrical engineer as per modified areas of responsibility though no changes will be made at the divisional level.
“Posting of officers shall be done by the existing cadre controlling member/PHOD (principal head of department) in consultation with the member/PHOD in charge as indicated above,” the order noted.
Experts see the move as a logical one, given it will clearly define responsibilities.
“I think it is a step in the right direction and this will change the mindset of the railway employees. Instead of departmental lines, work will now be divided along functional lines. It is a logical thing to dedicate traction and rolling stock under different members,” said former chairman of Railway Board S.S. Khurana.
Railways’ has a Rs.1.21 trillion capital outlay for the financial year 2016-17, with the national carrier targeting a 10.1% growth in traffic revenue amounting to Rs.1.84 trillion.
