This is what concerns me. You have to keep things in your hand.
Frankly, I believe that time to take tough actions against employees was long ago because aisa nahi...
more... hai ki high level tak baat nahi pahuchayi jaati hai.
But anyway, it is "better late than never."
So far, UP and Bihar are concerned, kindly consider following points:
* Delhi being the national capital, is one of the prime destination of trains plying from different corners of the country. Apparently, all trains coming from South (Mathura-Delhi line), East (Kanpur & Lucknow line) and North East, have to cross UP. Considering location of Delhi, most of the states of our country lie in the East or South of Delhi as in North we have J&K, Punjab, HP, Haryana, U'khand and in the west, we have Gujrat and Rajasthan. So, kindly have a look of pressure on railway lines in UP.
* UP and Bihar together constitute of 25% of India's population. That's massive for the second largest populous country of the planet. Obviously, such large population will require and see high demand of trains for intra-state travel. If you have ever taken Patna-Mokama route during day time, you will most likely suffer detention of your superfast train in every other station. Many of those halts do not even have loop lines to clear traffic. In places like Faizabad (Ayodhya), that has been centre of attraction for current govt for many reasons, even today age old 'Semaphore Signals' are used(ones used for MG trains). Clearly, there has been lack of investment to this date. Using outdated technology only increases chances of accidents which was proposed in some safety reports as well. Clearly, including quite a bit of negligence/failure from Railways side, this is also issue of large population.
* UP and Bihar also have the highest interstate emigration in the whole of the country. Both of the states sit in the top two positions in emigration ranking. People migrate in search of jobs. That is why, trains of UP and Bihar are always full even after trains have been increased and sections are saturated. My point is, you see the pressure on Railway tracks? Turns out, Railway infrastructure in UP and Bihar needs lot more attention than it actually gets. Surely, some policies are into effect, but more is needed.
* Work ethics: I'd accept on this one. Work ethic here is poor. But I won't agree that UP and Bihar are not the only states in India with such problems.In fact, that is the problem of many other parts of the country as well(or probably whole of country, but I should not make any such comment). High corruption, delayed projects, all these things do matter. And I think, much more better officials are needed here, and there should be departments to scrutinize and assess performance.
