As number of zones increases, the chances of transfer for IR employees reduces. Now with almost every state has its own zone (rest will follow soon), a transfer would mean within the state, and most likely a daily traveling distance. For railways, traveling a couple of hours each way to work means reduction of working hours of the employee!
Of course we pay! Salary of all working and non working railway employees. Even those who sit for dharnas or are on agitation duty. Otherwise too, WE pay for their leave travel with FAMILY, and their food, too. They don't pay even the clerkage! For such employees, I can't ever imaging to have a soft mind.
