VB primary maintenance is scheduled weekly, they can afford the timetable, if it gets more passengers.
Its not like express trains where every time the train makes a round trip, it has to go for primary maintenance.

Also how is the bus and local transport availability at 23:55 at Ajmer, if it gets delayed incase - is it gonna land at Ajmer the next day ? Or midnight ! Not a great return TT - Best would be to leave at 13:00 PM and arrive Ajmer at 18:55 PM - so people could reach home soon

It's for Jaipur which which is the main crowd puller and can provide high end travellers and Ajmer is just an extention. It all alternate to DD and aimed at day return business travelers. Just imagine what work you can perform in day if dep is at 1300 in major metro where commuting itself will take an hour from different locations. I have checked and posted occupancy from Ajmer of Shatabdi and its 200-300 per day while rest 800-900 are from Jaipur.
