Grievance Description : Respected Sir, I invite the kind attention to the Chairman of Railway Board, the Director(Coaching), Railway Board and the Ministry of Railway, Govt. of India, New Delhi, the General Manager, the Chief Passenger Transportation Manager, Bhubaneswar, Senior Divisional Commercial Manager, Kurdha Road, East Coast Railway, that on 11-07-2013, I have submitted Grievances through online service before the Director of Public Grievances, Cabinate Secretariat, Govt. of India, New Delhi vide its No- DPG/R/2013/80233 and the same was forwarded and examined by the Sr. Divisional Commercial Manager, East Coast Railway/Kurdha Road, in view of the violation of the Railway Board Standing Orders/Circular issued by the Govt. of India, Ministry of Railways, Railway Board, New Delhi vide its No- 2004/Chg.II/13/Stoppage Policy dated 16-06-2005, by the Director of Coaching/RB/New Delhi and the CPTM/E.Co.Rly/BBS and allotted stoppage of Six pair Trains such as 22884/22883 Garibrath, 22872/22871, 22852/22851, 22854/22853 and 18464/18467 at Sompeta Railway Station and without recommendation by the CPTM or by the Sr. DCM of the Local Zonal Office and the Divisional Office of East Coast Railway within a span of six months. The said stoppage of trains without taken into consideration of the above Railway Board Circular and Norms and Guidelines. In which myself and the Bar Association, Ichchapuram have pointed out the major error committed by the above said Department Heads as Follows - “ After allotment of stoppage order of the above six pairs trains at Sompeta to till today what is the statics of sale development of tickets for the above each train, and whether it is in accordance with the item No-1 of the said Circular or not, if not, what are the reports have been sent by the Learned CPTM/E.Co.Rly/BBS to the Board since the said stoppages have been allotted on trail basic and what type of actions/steps initiated against the stoppage orders to Sompeta Station”. For which, the Learned Senior Divisional Commercial Manager/E.Co.Rly/KUR by name Shri. H.L. Luwang pleased to examine the case in all angles and sent a reply to me in the shape of Remarks in respect of the Sompeta Railway Station Ticket Sales figure from January-2013 to June-2013 (Six Months = 180 days) under their office letter bearing No- SDCM/PG/57/2013/GM/3533 dated 29-07-2013. As seen his kind remarks dated 29-07-2013 myself was astonished the figures of Sompeta Railway Station as submitted by him in his letter. According to the said letter that the average Ticket sales to the Train No- (1) 22883/22884 ( No. of Tickets 336/180 days = 1.86 per day for two trains ; (2) 22871/22872 (No. of Tickets 873/180 days = 4.85 per day for two trains ; (3) 22851/22852 (No. of Tickets 294/180 days = 1.633 per day for two trains ; (4) 22853/22854 (No. of Tickets 417/180 days = 2.316 per day for two trains ; (5) 22849/22850 (No. of Tickets 253/180 days = 1.405 per day for two trains and (6) 18463/18464 (No. of Tickets 27060/180 days = 150.33 per day for two trains. As per the above said Revenue at Sompeta Railway Station for the last Six months for the above said Six pairs of Weekly/Superfast/Express/Garibrath Trains. So, the average of sales of tickets per pair is below 2 to 5 per day except the train of Prasanthi. The above Railway authorities got ample power to set-aside the stoppage orders to Sompeta on the ground that the sale of tickets are not up to the mark of above said Railway Board Norms and Guidelines. But herein this case they kept mum in this matter and did not placed the above said stastics and figure facts before the Chairman of Railway Board and the Ministry for Railway, New Delhi from the date of allotment of stoppage of train halts which are stopped under “ambit” (Ambit mentioned by the Sr.DCM/E.Co.Rly/KUR-As per the Letter by Sr.DCM bearing No- SDCM/PG/56/2013/3518 dated 29-07-2013 in the case DPG/R/2013/80246 dated 17-07-2013)basis for further course of action to

Details : The receipt of your above grievances is acknowledged with thanks. In this connection it is to inform that your above cited three registered subjects center around the only grievance of either stoppage of those trains at Ichchapuram which have been given at Sompeta or withdrawing of stoppage of those trains at Sompeta. Irrespective of what has been stated in all the three grievances, it is reiterated that stoppage / withdrawal of stoppage of express train comes within the jurisdiction of Railway Board.
