No dear you are wrong. they are going to meet on the first week of January 2011 but the date i am not sure but a fellow blogger has written the date as 7th and 8th. IRTTC has to approve the new trains and their TT and will forward to railway ministry. The railway ministry is the final decision and it is not mandatory that all the trains recommended by the TTC has to be announced in the budget. There will be soem omission and some inclusions also. Best example from l2010 budget was TTC which met at Puri in orrisa in January 2010 recommended for Bavannagar-kochuveli express which WR was suggesting for many years but was omitted in the final list by railway same for Bikaner -Coimbtore (via Konakan) also had the same fate and the surprise inclusion was pune -ernakulam bi weekly train by railway babus. So...
more... it is wrong that RTTC sits after budget they sits before budget to finaalize the trains to recommend them to railway ministry. The usual procedure is each division will be asked to submit there proposal to Zonal office and from there they will forward it to RTTC and to delhi. I disagree with your statement
