Generally, reservation counter gets close at 8pm. What is the procedure to cancel the WL ticket if chart is getting prepared around 10PM and train departure time is 11.55PM?

You can cancel the ticket in the morning ( within 2 hours ) of the reservation counter opening.

Quick question on this premium trains ( especially this 00851), will they give full refund for cancellations if the train is running late by more than 3 hours ?
