Are there spare tickets under VIP quotas that help in confirmation just during chart preparation or are there other things also at play ??
As I had heard last, the preference of ticket confirmation first goes to the tatkal tickets and then only to the general ones, is that correct ?

Yes, thank you all for your favored opinions.
The only gotcha I had in mind was that - there are only 3 bogies for 2AC, while 10 bogies for 3AC.
So confirmation for 3AC seemed to be expected progression, but 2AC seemed dicey.
