(1) IR pl listen, ppl pay 10 times for standing in the "first class" rather than standing in 2nd class, because they cannot bear the cattle brand crowd or super crush dense load of 2nd class.
(2) Pl provide AC to these paxs, so that paying 10 times fare is somewhat justified.
(3) Adding new Ac suburban coaches to existing suburban trains instead of first class, which actually is a misnomer, is a good option.
