Punjab will soon be in a position to lift full 80 MT of its daily liquid medical oxygen (LMO) quota allocated to the state from Bokaro.
The Oxygen Express for Punjab left for Jharkhand from Dappar railway station in Mohali early Saturday morning carrying two ISO containers for the same.
Just four days back, Centre had approved two ISO containers for Punjab with capacity of 20 MT each to help the state tide over logistical issues in lifting its allotted quota of medical oxygen.

had so far been getting cryogenic tankers airlifted to Jharkhand, but had been facing logistical issues in lifting its oxygen from Bokaro with Railways not allowing those tankers on ‘Oxygen Express’ after refilling as majority of those exceeded 3.5 metre height criteria.
To overcome the height issue, Punjab government had started sending containers on train without the truck carrier platforms.
Meanwhile, Markfed has been tasked to unload the containers in Bokaro, load these on truck carriers, get them filled and load them back to train. Further in Punjab, Markfed will again unload and transport them to destinations in across the state once they arrive.
About the state’s attempts to overcome difficulties in picking entire supply of oxygen allocated to Punjab, senior IAS officer Rahul Tewari, who is supervising the state’s Oxygen Control Room, said, “We have roped in the services of Markfed, time tested organisation of Punjab, to fasten up and streamline the O2 procurement process to ensure there is no shortage of oxygen anywhere in the state.”
With rise in Covid cases, the oxygen demand in Punjab was 305 metric tonnes as on Friday, as compared to 102 metric tonnes on April 25.
Tewari said: “The state has been planning aggressively to foresee its need of oxygen in coming days and the government has also been pushing the central government to increase its quota of tankers to lift all allotted oxygen in a smooth and timely manner.”
After allocation of additional quota of 20 MT quota from Gujarat by the Centre on May 10, Punjab’s total allocation from all resources increased from 227 MT to 247 MT.
Meanwhile, Punjab has intensified efforts to get oxygen tankers from Belgium and Australia.
State Chief Secretary Vini Mahajan said the government would demand additional oxygen tankers from the Centre to speed up the supply chain of the life-saving gas in the state from far and near.
“Besides, Punjab has also expedited the process of procuring on its own more oxygen tankers from different parts of the country and abroad,” she added, after chairing a meeting to review the availability, need and distribution of the medical oxygen in the state.
Principal Secretary Transport K Siva Prasad said the efforts had also been intensified to bring oxygen tankers from Belgium and Australia. “Hopefully, the supply of oxygen tankers from Australia and Belgium will reach Punjab soon,” he added.
Principal Secretary, Water Supply and Sanitation, Jaspreet Talwar, while sharing the district-wise information of Pressure Swing Adsorption (PSA) oxygen plants, said a total of 44 PSA plants would be set up in Punjab at a cost of Rs 4.71 crore for which several NGOs and big companies have come forward to help the State government.
Regarding the status of oxygen concentrators in the state, the Chief Secretary was informed that Punjab has around 1,060 concentrators at present, which were being distributed in the districts as per the requirement, while more concentrators would be available soon and would be sent to the districts as per the need.
The Chief Secretary directed the Punjab State Power Corporation Limited (PSPCL) to ensure uninterrupted power supply to all the hospitals in which Covid patients were being treated.

CHANDIGARH: The Dappar-Chandigarh double lane track would be open for rail traffic from Thursday, enabling trains to ply at a speed of 110kmph and cut travel time from 5 minutes to 7 minutes.
Chief commissioner of railway safety (CCRS) S K Pathak on Wednesday gave the clearance certificate to the 23-km track after conducting a daylong inspection.
At present, Shatabdi is running at a speed of 105kmph between Dappar and Chandigarh, while other trains ply at 100kmph.

Pathak told TOI he has given the fitness certificate to the division for running the trains at a speed of 110kmp, which will be implemented for all trains plying from the Chandigarh railway station from Thursday. He said he conducted the trial run at a speed of 120kmph between Chandigarh and Dappar in a special coach that had oscillation monitoring system for detection of track defects. He said he found teething problems in some areas, which the division will get repaired in the next 20 to 25 hours for the smooth movement of trains. He also said there is requirement of modifications in the yard.

It is reported that
* Shatabdi to run 5kmph faster and other trains 10kmph faster, to a speed of 110kmph on Dappar-Chandigarh, 23km newly doubled track.
* Journey time reduction of 5-7 minutes expected.
But journey time saved should be more, as trains do't have to wait for giving pass to the trains coming from opposite direction.

officials said that there was a track blockade till 6 pm because of the ongoing doubling work, but it got extended till 10 pm due to which several trains were disrupted. The evening train departs from Kalka railway station at 5.45 pm. On Tuesday night, it reached Chandigarh railway station at 10.20 pm against the schedule arrival of 6.15 pm Passengers blamed the railway officials for not providing the information about the work.
“We didn’t receive any prior information that the train will be delayed. The train was stopped for around four hours at Chandimandir. The railway officials on board were not able to provide any information about the delay,” said a passenger, Purnima Chauhan, an HP cadre IAS officer who was going to New Delhi to attended a meeting.
Divisional Railways Manager (DRM), Ambala division, Dinesh Sharma told Chandigarh Newsline that the track block was planned between 12 noon and 6 pm on Tuesday, but after some problems came up during the work, the block had to be extended till 10.pm. “We had informed the passengers who were travelling between 12 noon and 6 pm,” he said. He added that the safety commissioner would conduct an inspection on Wednesday. “But, the disruption will continue for one more week,” said Sharma.

The much-awaited Rs 199 crore project to construct double track railway lines between Chandigarh and Ambala is expected to be completed in the next six months. The project that was started by the railway division in 2001 is expected to facilitate the faster movement of trains. The construction of the 22 kilometers double line between Ambala-Dappar stations has been completed by the Ambala division and the track would become operational on October 5.
“Keeping in view the rising number of passengers and the need for fast trains, double tracks for three tier traffic between Ambala-Dappar stations will become functional on October 5 and rail track from Ambala to Chandigarh is expected to be completed by the end of April,” Ambala divisional railway

Kumar said only one-way traffic is allowed in single rail tracks and trains have to move slower which consumes a lot of time.
“With the development of double lines, the movement of trains will become faster and save up to 20 to 30 minutes. Two trains can simultaneously reach Chandigarh while fast moving trains like Shatabdi Express can also be ply on the track,” the DRM added.
Officials said after the completion of the project frequency of train service would be increased between Chandigarh and Delhi, with a view to provide comfortable journey as trains would arrive and leave the stations at the correct time on connecting tracks. However in the current scenario trains usually get late due to single traffic line.
The DRM said speed trials at railway lines from Ambala to Ludhiana and Ludhiana to Bathinda are also in progress and the speed would be increased from 110 km/hour to 130 km/hour in coming months.

The double-laning of Dappar-Chandigarh railway track is expected to be completed by end of next year, said S K Agarwal, additional general manager, Northern Railways, here on Wednesday.
The work has been pending for a long time. In January 2013, when the then Union Minister for Railways Pawan Kumar Bansal had said the particular railway line would be made a double track by December 2013, Rs 199 crore was sanctioned. However, the work did not take off.

The facelift of Chandigarh railway station towards ‘world-class’ status will at least take another two years. The station was one of the five chosen from across the country for improving facilities to meet international standards.
“The project will face a minimum of two years’ delay as the Public-Private Partnership mode has been facing major hurdles. A Special Purpose Vehicle is yet to be assigned which will be responsible for development of stations across the country. Hence, the process is taking time,” the AGM said.
Last month, UT Administration, in accordance with the railways and the ministry, had approved a concept plan for the “redevelopment” of 500 acres of railway land. As per the plan, the railway station was to be self-financed project for the commercial development which will house hotels, malls and commercial establishments. Indian Railway Station Development Corporation Limited (IRSDC), in consultation with a German consultant, prepared the concept plan for its redevelopment.
The plan has been prepared on the pattern of an international airport. For instance, there will be a bank, a food court, cloak rooms and a VIP waiting lounge. Sources said emphasis would be laid on providing all facilities to passengers at the station.

Railway officials said that by 2017, the digitisation process is expected to be replicated in Chandigarh sector and during the same time-period rail parcel process will be digitised and its data can be accessed online.
