Kerala expects a better allocation for the completion of the doubling of the Thiruvananthapuram-Kanyakumari railway line and the coaching terminal at Nemom in the maiden Union Budget to be presented by Finance Minister Nirmala Seetharaman in the Lok Sabha on Friday.
The State had already submitted the proposals for the interim Budget in February, and Railways have sought Rs. 100 crore for laying the second line from Thiruvananthapuram to Kanyakumari in view of the exorbitant cost of land on the 86.56-km stretch on the Kerala side.

more... also been sought for the coaching terminal at Nemom as its early completion can decongest Thiruvananthapuram Central and enable Railways to bring in more trains to the capital.
The other bottleneck in the railway network of the State is the lack of a fully electrified double line from Kayamkulam to Ernakulam via Kottayam. Official sources said an additional outlay is not needed as Railways have Rs. 84-crore allocation with them for the civil works and Rs. 90 crore has been deposited with the State exchequer for the land.
It is to be seen whether the proposal for two platforms and stabling line at Kochuveli, at a cost of Rs. 33 crore, and two pit lines, and a stabling line at Palakkad Town that failed to make it to the Pink Book last time will get the nod.
With Railways facing cash crunch, trying to cut the subsidy on train tickets and hand over select trains to private operators, officials say the State need not expect a better deal in the outlay this time nor new mega projects such as high-speed rail line.
Alignment not approved
Moreover, the alignment for the third and fourth railway line from Kochuveli to Kasaragod has not been approved yet. The feasibility report prepared by the Paris firm Systra is yet to reach the Railway Board and preparation of the detailed project report has not begun.
Enhanced allocation is needed for the third railway line from Ernakulam to Shoranur, estimated at Rs. 1,518 crore; 116-km Sabari railway line from Angamaly to Erumely; and the Kochuveli yard.
A rail corridor from Thalassery to Mysuru, rail connectivity to the Vizhinjam seaport, and renovation and conversion of the old Ernakulam station into a hub for train operations are before the board.
Allocation for improving passenger amenities, track renewal, gauge conversion, yard remodelling, signalling and telecommunication, and road safety works at level crossings is expected as the Budget is to give thrust on passenger amenities, infrastructure, and safety.
