You r correct. HWH-BBS Janshatabdi don't require 22 coaches. If Janshatabdi is given 22 coaches, then TT of HWH-PURI Shatabdi needs to be changed. Both HWH-BBS Janshatabdi and HWH-PURI Shatabdi runs with a gap of few hours in same direction in both UP and Down. HWH-PURI SHATABDI get very less passengers because from HWH to BBS and return, HWH-BBS Janshatabdi runs just before HWH-PURI SHATABDI. Only passengers till Puri book in Shatabdi, but Shatabdi have high flexi-fares, and as many other alternatives trains are there for HWH to Puri travel, passengers generally avoids Shatabdi except in festival times. Now, if HWH-BBS Janshatabdi is given 22 coaches, then more occupancy will reduce in Shatabdi, if 22 coaches is given in Janshatabdi then AC Chair car coaches will also increase in Janshatabdi and more Shatabdi passengers will shift to Janshatabdi, because of less fare. But demand of Patna JS is too good . Another thing is that we have shatabdi running almost on same time. Such increase in coaches will put the end to Shatabdi
TT of Hwh-bbs js is quite good. Changing in time won't help this train because many daily travellers travelling for official work to bls,bhc and jjkr book tickets in this train
