I don't think Tatkal WL are allowed to use HO quota. You need to drop the application on the day before your journey starts. If you have high influence you can get it confirmed.

Yes, for tatkal you can get HO quota. But things need to be fast, the moment you book ticket, you have to go and give application for HO
