A query to members. What is the criteria to decide as to which zone will manager the running of a new train as and when it starts ? Is it availability of rakes ?
Another query is whether 2 different zones can combine or equally contribute rakes if there is a shortage and there is a need to start a train. I feel lots of time in-spite of demands, many zones shy away from starting them due to shortage of rakes.

All is decided by RB, contributing factors are timings, availability of slot, availability of pitlines and other maintenance facilities.
No 2 zones cannot share rakes as train is allotted one zone.
Rolling stock is manufactured by RCF/ICF and order is placed by RB for that zone and zone can arrange for already available stock.
Even the passing zones play imp role with timetable

Zone frames passing time based on RB input
Zone asks Div to send proposal/justification

Zone can frame in zone passenger train timing according to available path
Mighty zones have say in destination timing and takeover/handover timings.

It is indeed a challenge to fix up a time if the passing zones also have a say on fixing time table. If the trains cover long distances for eg north to south or east to west etc, there there are so many zones/divisions through which it passes. Even if one or two of them do not give their approvals, entire thing would go for a toss.
