You are right that the good/ rosy picture presented by the central govt/ BJP has not been given to the public so far and no body in the world can deliver it so fast.There are many hard facts which are very relevant here:
(1) Today, after decades of misrule, every equipment of Govt. machinery is in bad shape. It will take a a lot of resources/ sustained efforts, and a very long time to improve its working. This is especially true today because of the dirty politics played by the outgoing regime which reigned in for 10 years. that their chances for winning for third time in a row were bleak. Hence they wanted to be-fool public by promising them heaven, as a last ditch effort to win the election. At the same time tall pre-poll promises will be a headache for the new government in case they lose election. They wanted to lay as many land mines as possible in the path of new government headed by opposition party, which was rightly campaigning for election on the plank of development and fight against corruption.
(2) Direct money transfer scheme that shall cost 3-4 lakh crore Rs. per annum to New Govt., Extremely populist and impractical Andhra reorganisation act, and many such land mines were cunningly implanted just at the end of their 10 year long regime. They were busy minting money for 9.5 years and all of a sudden populist such things in haste just before the election!! Aim was that the new govt shall not be able to continue such costly schemes and it will be opportunity for them to go to public, mislead them and try to dislodge the govt. Then they will say, only one party can give stable govt. in India. Similar tricky acts had earlier been played successfully leading to in-gracious fall of Janata Govt in 1980s.
(3) Accordingly they opposed tooth and nail the development oriented land acquisition act, which was going to give a big boost to infrastructure and industrial development, thereby bring in a lot of jobs, production, GDP growth and prosperity.
(4)Luckily, the fall in global crude oil prices came to rescue of the new govt, else it would have fallen prey to the nefarious plans of the outgoing party.The present Govt could continue the costly subsidy scheme hurled at them, and did not gave the conspirators opportunity to cause any fall of government. But it has to increase the taxation to accelerate the development and is facing the ire of educated middle class, which had been the traditional supporters of the ruling party. I myself feel that the the present Income tax is harshest since last 25 years.
(5) There are a few good things which has added to the respect/status/safety of our nation before the other countries of the world, although that are not felt directly or appreciated by the common masses. Nationalism has never been so high in the last 25 years.
(6) Critical defence procurements like fighter planes, missile systems etc necessary to replace depleting resources/ modernisation which are extremely costly but essential for national security, were very much neglected by the previous government, which even preferred to stay silent to the hostile neighbouring countries playing with our national borders. What ever little procurements made were mired with allegations/indications of kickbacks and corruption. of the But the things have been changed now.
(7) Today, a lot of national fund is going into critical procurement of fighter planes which were pending for several years.These acquisitions being absolutely essential for national security at this juncture, are normally not appreciated by common people, but is essential in the event war is forced on our nation by our ever hostile neighbours, as has been done many times before. The previous govt compromised national security and used funds for in populous schemes wherein most of the fund does not reach the poor and is siphoned off. The recent purchase of the latest anti missile defence from Russia which can block 36 (nuclear headed) missiles at a time shows the concern of the present govt for the national security.
(8) PM deserved a chance to repeat the performance of Gujrat success at national level, but the minority in Rajya Sabha came as a dampener and the Bihar/ Delhi defeats have dampened their pace of development.
(9)Above does not mean that the present govt. is not doing any mistakes. Public esp. the honest tax payers are having a tough time. But over all present govt. is much better than previous one which was busy minting money without much concern of nation, national security ans its status at global level. It is taking good steps for nation in long run.
(10) Similar is the approach for IR, the focus is more on capacity augmentation and modernisation of IR, to bring it out of trouble in along run. Fruits of which shall come later and may not be reaped by this govt. It only hope that indians like the development.
(11) Shrewed Political Parties/ politicians take full advantage of the impatience & immaturity of naive public and continue to do so till the public become wise enough to gauge their real intentions. What the congress could not do in 60 years,we expect others to do in a few years.As long as we shall remain impatient and impractical and often go to the default mode, there is no hope.
