Instead of justifying improper fencing from Govt's part and blaming just the public, aiming for good fencing by the time, NDLS-BCT/HWH gets upgraded, would be anytime a better thing.
If cost is such a hindrance then, there's absolutely no need to upgrade any services at all, at the first place.

Coz, derailments at 110 kph, itself proves to be such a disaster. Imagine the same at high speed. Security doesn't count for just the safety of people offboard but also accounts for the life and punctuality of the onboard passengers.

atleast 10 saal baki hai, thoda karke bhi achi fencing kar sakte hai in stages jab tak talgo sachme 160 kmph keliye allow kar diye jayenge. HWH n BCT Rajdhani ko talgo rakes pehle hi mil jaye par 160 clearance milne kafi time lagega. har ek saal ke hisab se bhi kaam karo for fencing, to hona chaeye.
Is baar, WR and ER bhi involved hai not just WCR,NCR n ECR. I am sure WR, ER jo karega, best hoga. I hope CR NDLS-CSTM/BPQ, SCR BPQ-SC, SR HYB-MAS-SBC-MYS bhi jaldi shamil ho is list me
