top speeds of this locomotive is 574.8 kpmh. See world record of 12000 HP Alstom-ABL Locomotive for TGV.
in Indian condition, top speed will be 200-225 kph, with average speed between 81-135 kph.

No, the maximum possible speed of this locomotive is 120kmph. It is a freight locomotive and it is geared for lower speeds and higher torque.
This has no relation to the TGV train that set the world record of 574.8kmph. That was a short rake with 3 'powered' coaches and 2 power cars, run at 31KV catenary voltage (higher than the standard 25KV voltage) , basically equivalent to about 26000HP. It was more of a trainset than a locomotive powered train.

WAG12 locomotives are not designed for high speed operations. They are freight locomotives designed for hauling heavy loads at moderate speeds. 120kmph (or 75mph) is pretty much the standard maximum speed for freight locomotives all around the world.
