It is difficult to give marks in totality for the 4 yrs in modi rule. Score on Some of the main points
-
Excellent (5 marks) score points:-
(1) Twitter/facebook online help to paxs during journey
(2)...
more... Speeding up the pace of commissioning of BG lines with special emphasis on doubling/tripling/quadrupling on super saturated sections (incl doubling/newlines/Gauge conversions) from 4km/dat to max of 7.5km per day(During Prabhu's leadership). Current rate about 5.5 km/day
(3) Initiating steps to improve accounting system with pilot project already implemented in Ajmer division(WR)
(4) Very fast clearance of projects (in a few months instead of old practice of over a year)
(5) Empowering DRMs & GMs to take quick decisions
(6) Very fast implementation of DFC projects which are expected to giv a big push to quality/speed of rail travel, reduction in logistics cost, increase of market share of railways, boost to industries, additional capacity creation etc.
(7) Metro projects in Mumbai, Pune, Bangalore and many other major cities have picked up

Good (4 marks)
(1) Number of accidents per annum is continuing a decreasing trend.
(2) Could kickstart the Bullet train project with very low interest rate with very favourable payment period. But success of this project depends on proper implementation. Some deficiencies which are visible now are- Use of standard guage instead of broad gauge, Lack of clarity of indigenisation of trains, track eqpts, technology etc, Uncertainity in Land acquisition, not getting the coaches redesigned to suit Indian needs, uncertainity of fares and affordability for mass population etc

Poor score points which need change/improvement(less than 4 marks)-
(1) Flexifares-Wasting the ac seats/berths of premium ac trains without any financial gains. additional 700Crore Rs revenue is a myth because the revenue of premium trains were increasing at much higher rate before implementation of flexifares. Initial target was to collect much higher additional revenue thru flexi fares. IR has failed very badly in my view. Data of revenue collection of previous 5 years in all probalility shall substantiate this view.(1 mark)
(2) IR continue to carry on the legacy of carrying a skewed fare policy where freight heavily subsidise pax, segment. Upper class fares of trains (atleast in premium trains) are higher than their competitors (airlines/buses). A little bit of correction is expected.(3 marks)
(3) Not implementing 26 coach trains in large scale and rationalisation of poorly partonised trains with less number of coaches. However no. of coaches in most of the trains have been increased(3 marks)
(4) Faster & total electrification of BG tracks is good decision, but supply of Elocos is unable to match it. Decision to continue with new HHF D-loco factory show incoherence of policy making(2 marks)
(5) Punctuality-Not very good. However the much higher figure in recent time is a result of RM stressing on manipulation and realistic recording of time. (3 marks)
