If you have light luggage , hand bag or backpack , you are solo or double walk down the tracks at ratnagiri end upto the NH 748 fly over also called belagavi road in the local and catch buses going up to panjim bus stand every 10 minutes.They will charge 15 rs.
Facility wise konkan railways have nothing much to offer in this station.
entrance is small and narrow. One railway canteen is there. it doesn't looks like a state capital class station.
If luggage is less, would suggest to pre - book a rented bike also available in all major hotels through agents

If you don't pack heavy and only have a handbag or backpack and you're rolling solo or double, you can walk down the Ratnagiri tracks to catch a bus to Panjim Bus Stand every 10 minutes for 15 rupees - just head toward the NH 748 flyover, a.k.a. Belgaum Road, locally. Konkan railways doesn't have too many bells and whistles here - the entrance is narrow and the only canteen around is in the railway. This spot ain't too fancy for being the capital, but if you pack light, you could reserve a rental bike...
