So in your opinion collecting penalty from without-ticket travellers is "Targetting"🤔 BTW It's the responsibility of the passenger to ask for the receipt. Passengers don't ask for the receipt bcoz they know that if they do ask they would have to pay full penalty so why not adhere to the age old formula of "100-50 deke kaam chala lete hai".
Penalty is there even he pays 400 rs or 100 rs

What a lame argument is this & BTW collecting fine is by the law and second, why the TTE would suggest you to get down at next station? It's like police asking a murderer to say sorry to the victim's family after committing the crime. If you commit a crime no matter if it's severe or not, then be ready to face the music.
