Why cannot 12475/76 and 77/78 merged together to depart from hapa biweekly

Ya Northern Railways can do it,but its just my conspiracy that hapa comes inside jamnagar so NR decided to run one time to hapa & other to jamnagar as there must be a load of passengers using these 2 trains its just my thinking but merging is an option rest is upto NR your opinion may vary ✌️
