While I agree CIC is mainly for freight movement, what do you mean by it's less important for passanger movement. Even Bokaro is a steel manufacturing hub, and SER is a high freight movement zone. Should they close them for passenger traffic and let the goods running.
Mindset like yours is one of the reasons cities like Dhanbad don't get trains because they're coal loading city, why passanger trains should ply from there. And according to you we should perhaps seal the Howrah-Mumbai line via SECR, because as we all know SECR is the hub of freights and minerals and ores are much more important than passangers.
