I have booked two SL tickets from Suratkal to Kengeri by Train No:16524 with boarding as Kabaka Puttur (this was done as quota was available for journey starting before Kabaka Puttur). In case I want to commence my journey from Suratkal itself, am I permitted to do so as the ticket is from Suratkal to Kengeri or I have to buy general ticket and travel in general compartment till Kabaka?

May have done but as per rule not allowed and may be in your case berth/seat may not have been alloted to some one else,if its alloted then traveler has to wait for his turn to come.

I have a doubt here. While I agree that the passenger cannot occupy the reserved seat without the TTE's permission until the designated Boarding Point, I dont see anything in this rule that says the passenger is not entitled to board the UR compartment of the train without buying another ticket. After all, the passenger has paid the full fare and should be entitled to travel in the train even if not in the reserved coaches. This is just my doubt, and I might be wrong, but if there is any official clarification on the same anywhere else, it would be useful to see.

Although there isn't nay such written rule about it but since if a ticket is booked in one class its applicable in that class only in that train from boarding point to destination..Last point shows passenger cannot ask for refund of untraveled part, so feel it might as well have to take a gen ticket and travel.

You are right. However when WL pax in SL or AC classes are allowed to travel in GEN class then I am presuming the same logic can apply here too. Essentially all the passenger has lost is the 'reservation' from the origin to the Boarding Point, not the fare itself. Again, this is just my doubt and I am not implying that you are wrong. You might very well be totally correct.
