There must be three types of speed categories :
Express for below 50
Fast express for above 50 but below 60
And superfast for above 60
In this way superfast charges should also categorised

Though difficult to implement, it can be customized route-wise. For example, on Delhi-Mumbai or Delhi-Kolkata route it should always be 60. Even shorter ICE SF trains running within those sections should adhere to 60KMPH avg. But on relatively slower routes like NFR 52-53 can also be considered.

Delhi-Kolkata route has very bad punctuality. Trains having 60+ avg. run heavily delayed (barring a few)

That's fine. I am okay with long journey trains. But I have serious objection especially with short journey ICE's like Coalfield, Black Diamond, Asansol ICE, Flying Ranee etc. They are charging extra fare by just showing this 55KMPH. Otherwise there are no reasons to declare them as SF.
